Refineries on the Dallas board accumulate cash like any other business, but each unit of cash they accumulate burns oil barrels from your stockpile (a percentage of the cash being added).

If your oil barrels run out, refineries stop accumulating cash entirely until you collect from your oil businesses again.

Tip: balance how often you collect from oil businesses vs. refineries to keep both running.
